The airport receives it’s primary support from the federal government, in the form of entitlements, as well as the State which offers grants for airport improvements. Additionally, the airport receives income from hangar rentals and fuel flowage fees.
Baxter County is located in North Central Arkansas where sport fishing and hunting attract hundreds of sportsmen to the community. A significant number of these arrive by air, and they contribute significantly to the economy through transportation services, food service, retail shopping, and overnight accommodations.
In addition to tourist traffic, medical specialists from the University of Arkansas Medical School fly in to provide specialized medical care for local citizens. Some of the major employers view the essential. The airport is fairly busy for a community of its size with an average of 30 – 35 aircraft operations each day
Fuel is available as full-service or self-service. A complete maintenance/overhaul facility is also located on the field servicing all variety of aircraft.
The management of the airport has been through an Airport Commission since 1978. Airport Commissions are the product of A.C.A 14.357.101-108. The Airport Commission has unlimited authority to operate the airport.
Recently, a dispute developed between the Commission and the newly-elected County Judge over certain leases for hangar space at the airport. The particular hangar in question was built by grant money from the State to the airport, and the balance paid by the tenant in favor of rental credit.
For reasons unknown, a formal lease agreement was never signed. However, in 2017 the Airport Commission approved the construction of the hangar and also the rate and term, which would be leased at $0.15 ft2 for 15 years.
Upon discovering this shortcoming, the Commission reached out to the parties in hopes of finding a lease that might have been written, but not recorded. With no executed copy coming forward, the Commission attempted to negotiate with the tenant, Mr. Brad Hasselwander, but without success.
